The REFRAIN - Regroupement des festivals régionaux artistiques indépendants' mission is to bring together and promote independent cultural festivals and events as key players in Quebec's economic, tourism and cultural development. It provides a consultation space for its members and supports them in their efforts to innovate, promote, share resources and best practices.
